Abstract: The impact of lifelong learning vouchers on vocational skill development is increasingly relevant in promoting continuous education and skill enhancement among vocational learners. This study explores the effectiveness of lifelong learning vouchers in supporting vocational skill acquisition, focusing on their impact on skill development, career advancement, and lifelong learning behaviors. Objectives include evaluating the utilization and impact of lifelong learning vouchers on vocational students, assessing stakeholders' perceptions of voucher effectiveness, and identifying barriers and facilitators to voucher implementation. A survey research design is chosen to gather data from 250 participants, including vocational students, educators, and policymakers, using purposive sampling to ensure representation from vocational institutions and government agencies in Ogun State. Case studies will highlight regions where lifelong learning voucher programs have been successfully implemented, illustrating their outcomes and implications for vocational skill development. Findings indicate that lifelong learning vouchers enhance access to training opportunities, improve skill outcomes, and foster a culture of continuous learning among vocational learners. Recommendations emphasize expanding voucher availability, enhancing outreach and awareness campaigns, and establishing partnerships with industry stakeholders to optimize voucher utilization and impact in vocational education.
